Kastovia, the fictional country where Verdansk is located in-universe, was formerly part of the Soviet Union, so it makes sense that there would be some Soviet nukes lying around as a holdover from the Cold War - at least, sense in the "Call of Duty logic" manner.

Since Activision has envisioned a long life for Warzone, it will certainly still be a live game when the next main title is released. It would be a hell of a mistake to have the two games ignore one another, so some kind of cross-promotion is guaranteed - and this may be laying the groundwork for precisely that.
