Since its lackluster release, DICE has attempted to add polish to the game, and one thing that DICE and EA have learned from the launch debacle is that they should listen to its player base.
In one of the recent Battlefield 2042 updates, DICE updated the XP boost mechanic to only count in-game time. Meaning the timer does not count down when you are in the lobby or altering your loadout.
