In order to unlock the alternate costumes of Street Fighter 6 characters, you must play the World Tour single-player campaign mode to meet the characters as NPC Masters and train under them. This mode requires raising the maximum Bond level to 100 for the Masters.
To raise your Bond level, players must join battles to increase ranks while training under the Masters. You can also talk to them frequently, give them gifts you have collected as many times as possible, and complete side quests. If you've played Harvest Moon or Stardew Valley, this gameplay mechanic of building relationships with NPCs will look very familiar (although you're not exactly romancing the Masters… well, maybe Marisa).
