Spider-Man 4 will have a "street-level" Civil War plot with other Avengers

With the void in leadership and the Avengers in disarray, Peter Parker may step up to be its next leader alongside Doctor Strange and Thor. It could also be possible for the new Captain America to step into the role of leader but Sam Wilson's weight in the MCU is yet to be seen.

Additionally, there is also a rumor that Kingpin will be involved in Spider-Man 4. Alex Perez of Cosmic Circus shared that the crime boss will become the mayor of New York in the upcoming Spider-Man movie. Kingpin will also decree that vigilantism will be outlawed effectively making Spider-Man and Daredevil targets of bounty hunters.

There has been speculation that Wilson Fisk aka Kingpin will control much of New York in the MCU. Actor Vincent D'Onofrio also said that he wanted his character to take over the Avengers Tower, making his ambitions in the city known to everyone.

With Spider-Man and the rest of the superheroes being targeted by Kingpin and his cohorts, it will be interesting to see how the Civil War plot plays out. The events of the movie may be crucial to the overarching narrative of the Multiverse Saga moving forward. Such a plot should convince Tom Holland to finally return as the web-slinger for his fourth movie.
