First things first, the workshop in Resident Evil Village isn't accessible right from the get-go and Capcom thought that it would be a good idea to hide it in plain sight. The entrance to the workshop is right there on the map, but the game doesn't make it clear how you could get to it. Even once you do get to the spot, you'll see that there's a lock that has no key that you can use to open it and a huge "DO NOT ENER" sign up on the front gate.
Now, if you're an orderly citizen you'll probably stay away and think nothing of it. However, the developers must have bet on this, seeing as so many people are struggling to find their way inside the workshop. You see, there's no key to open the gates - you don't even need to! You can break the lock on the door open and go inside by shooting at it or bash it with a melee weapon.
Once the lock is open, you can enter the area where the workshop is. It definitely looks like it's been left for dead for years if not decades, and the workshop itself is a little small, so you'd be forgiven to think that it's insignificant and not important.
