Everything you need to know about Horizon Forbidden West pre-orders

In particular, fans were furious to know that Sony had intentionally locked the "free" PS5 upgrade to the more expensive versions of Forbidden West. Thankfully, in a later update, SIE President and CEO, Jim Ryan, rectified the problem and said, "the offerings we confirmed in our pre-order kickoff missed the mark."

Because of the changes, all five editions of Forbidden West will come with both PS4 and PS5 copies of the game.

It appears that Forbidden West marks the last game that Sony will make the PS5 upgrade for cross-generational games for free.

As per Ryan's statement, "any other exclusive cross-gen PS4 & PS5 title published by Sony Interactive Entertainment" will come with a $10 digital upgrade option from the PlayStation 4 to PlayStation 5. Ryan specifically singled out the next God of War game and Gran Turismo 7, as both are slated to release in 2022 and were only recently confirmed as cross-generational games.
