The whole goal of the quest is to learn more about Enkanomiya and the new mechanisms that you will see around the place. This guide will show you how to complete the Entrance to Tokyo questline.

When you first get into the Enkanomiya through the portal, you will need to go into the cave and unlock the first teleport waypoint on the map. After unlocking the teleport waypoint, go deeper into the cave to explore. Head north, past the giant lotus, and climb the walls to get to the quest area. You will get a brief cutscene here and Paimon will tell you to go to the building to your right.
