I tweaked the privlages a bit so that everyone can do the following:
Plan - Post new events.
Organize - Edit or delete any event.
Recruit - Enlist new members, send invitations and accept or reject applications.
Create News - Create News items on the home page.
Reply To News - Reply To News items on the home page.
